Weird issue with Pager Text from VM

RentPBX install --
Asterisk 13.21.0
Incredible - 13.0.120.10

For some reason this install sends the pagersubject= but not the pager text= as configured in voicemail.conf

And I can't find any errors in messages or full that would imply a code exception issue.

Anyone seen this before ? Anyone know which module generates the pager message ..
