QUESTION Wake up calls only ringing for about 8 seconds, and another question?

1st Question: Am trying to get wake-up calls to ring like normal on this newly installed test server. But when the call rings the endpoint it only rings for about 8 seconds before it hangs up and then tries again 3 more times almost immediately. This is the output of 1 of the times it is trying to call.
I have it set to ring for 25 seconds in the wakeup call gui. with a retry of 3 times, with a 30 second pause between calls. Its almost like the system doesn't see the phone? Hopefully someone can see the issue in this logfile?

2nd question, I want to give access to someone to the Wakeup call gui- without granting them the entire system access. I see in the UCP options, it says you can assign different parts of the PBX to allow that user to see/manage it. So it tried doing that but i don't see the options changing when I log in the to UCP login for that user. Is there something im doing wrong here or is there another way to give that kind of access?
