The button to upgrade to stable FreePBX 13 GUI from inside Incredible PBX (FreePBX 12 GUI) appears to be missing.
Why it's missing is anyone's guess.

Has anyone done this manual upgrade (below) from 12 to 13 from inside FreePBX ?

1. Please post your results - did it work.
2. And your experiences - if 13 broke anything, and how you fixed it.

Notice
The FreePBX GUI provides a module system that lets you upgrade FreePBX at anytime. Please note upgrading FreePBX GUI will not upgrade any of your other applications like asterisk or your kernel.

Upgrading to 13.0
FreePBX 13 is a special release that changes many of the backend functions, binaries and protocols. Therefore previously doing amportal commands won't work. The steps outlined below are exactly what is done in the GUI version upgrader.

Code:
amportal a ma upgradeall
amportal a m
update admin set value = '13.0.0alpha1' where variable = 'version';
exit
amportal a ma upgrade framework
fwconsole --fix_zend
fwconsole ma upgrade core
fwconsole ma disable backup
fwconsole ma download backup
fwconsole ma install backup
If you have commercial modules run this step

Code:
fwconsole ma upgrade sysadmin
Code:
fwconsole ma upgradeall
fwconsole chown
fwconsole reload
That should be it. Note: you may have to go through and re-enabled any broken modules and force them to upgrade manually.

Chris, been a while since I looked at this part, but if memory serves me correctly, I believe the thought was that going to 13 was much more restrictive and limiting (IE - not as open) than prior versions. Hopefully, that's not the case.

Thanks. FreePBX 13, the "stable" current version, I like the user interface modernization over the "old stable" FreePBX 12. You can manage your PBX while away from your PC because the web interface finally works on mobile devices!

Github FreePBX GPL modules were giving module signature warnings, until @wardmundy posted a workaround script:

@smarks said: "I have been running vanilla CE7,Asterisk13,Fpbx13 for a few weeks now and so far no major problems."

Updates from others who have upgraded to FreePBX 13. Does it work? @RPi-Fan @Johann @luckman212 @randy7376
