QUESTION Transferring calls from one system to another

I have two systems that are connected via IAX one system is version 1.8 and the other is 11 Both Freepbx distros. Calling from phone to phone works fine. I have the outbound routes set intra-company. The problem occurs when a user on system 1 needs to transfer an outside caller to system 2. They get a call failed and the call is dropped. How can this be done? I have several systems linked together and not run into this problem.

Just tried on Asterisk 11 systems
inbound call answered by ext 350 on system 1 transfers to ext 202 on system 2 no problem
tried with outbound route set to intra-company and not set both configurations work

Thanks islandtech, I haven't gotten over to this customer to see what is going on I think it is operator headspace actually
