Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

The following packages have unmet dependencies:
3cxpbx : Depends: libcurl3 (< 7.52.1) but 7.52.1-5 is to be installed

^^^ Good advice.

But, a report on (recent; likely very short-term) C-a-C successes. I've pulled off creating several servers on C-a-C this week without delay or a hitch. Yesterday for grins I spun-up an Incredible PBX on Ubuntu Server 14.04 instance from the old NerdVittles post. Worked fine/working fine.

I've noticed that my longest-term, always-reliable C-a-C instance (created 02/07/2016 and running basically smoothly 24/7 ever since) is on IP 104.233.xxx.xxx. And, yup, the two instances I created in the past 2 days (a 1CPU/512/10G, and a 4CPU/2048/40GB) are both similarly on IP 104.233.xxx.xxx. So that seems to be the keeper range. I believe (but now that I am out or resources, can't confirm) that these are all on "DC2." Last I checked both DC2 and DC3 are available. A week or so ago all I noticed was DC3, which seems to be useless...
