TIPS Not Registered Condition

Does anyone know how to set and use a condition for what happens if a group of phones are not registered?

Example is Office wants calls answered from ring group, but if nobody answers, they want it going to an IVR.

However, if none of the phones in the ring group are registered, then they want it going to their after-hours service number. So a simple no answer destination on ring group doesn't work.

In your dial plan check the queue_member count to see if it's empty before you place your call in the queue..

They use ring groups, not queues. Are you saying that I can assign the same extensions to a permanent queue, and it would reply back with how many are actually reachable? IE - Zero when their internet is down and those SIP devices are not registered?
