QUESTION Module Load Error 1095

Hello Everyone, I have a fresh install of IncrediblePBX 13 on CentOS 7. I used these installation steps.

The problem I am encountering is *any* module I try to load gives the following error. It would appear that no matter what module name I key in, the error remains the same. I've searched for any help on this mysterious "module support is not available" error and there is nothing.

I can install/remove/upgrade module just find in the Module Admin GUI, just not from the command line. My issue is, the Digium Phone Module (DPMA) isn't found when I do an online module check.
