BUG IPBX RasPi 13-13.7 raspi-config goes to change password

This is weird. Post install and from attached keyboard/monitor on RasPi 3 at command prompt I tried to do a raspi-config and it immediately took me to a change Linux password prompt. Not wanting to do all the passwords again, I tried to kill everything and reboot using a separate SSH terminal session and the shutdown hung.

Had to pull the plug and reboot.

It reboots, existing password intact but this new install does seem to have some spots in the reboot where it pauses for quite a while before continuing on.

Have I found something, or crapped out this fresh install somehow?

Hmmm, just tried to access from Putty and config comes up fine. But...the first item on the list is to change passwords. Seems likely my console keyboard got an extra "Enter" going...

Other than the long boot pauses comment, this post can be deleted or archived I think...
