QUESTION Incredible PBX and VPN

I currently run our PBX hosted in the cloud hosted on Amazon AWS running Ubuntu. We have phones in 2 different locations with different IPs. Occasionally, Verizon decides to change the IP on our location wreaking havoc on a white list locked down PBX. I know very little about VPNs but was told that one might alleviate my changing IP issue. Would someone be able to advise?

Another solution would be to configure whitelisting using TM3 on each of the remote locations. Run a DDNS program on the router/remote machine to update the server and whitelist the location that way. Have the ipchecker program run via cron every [4] minutes, and your phones should stay online for most of the time.
