Okay so tonight I'm feeling beat I connected two PBX together one PBX here with the SIP trunks to the rest of the world and another PBX to this one that needs to dial out and receive its calls from this one. I got it working where the outside TN will dial through to the other box, and it can make calls out, but when it does the outgoing caller ID on the second box always gets changed to the trunk CID.
So on PBX A the one with the trunks Looks like this

Everything works, calls both ways, just calls from the remote PBX out to the rest of the world show the trunk CID they are going out rather then what is being sent by the remote PBX.
