On RaspberryPi The TZ environment variable can (should have been) be set by invoking raspi-config and then following the options 4 then I2

Option 4 Localisation Options Set up language and regional settings to match your location

Option I2 Change Timezone Set up timezone to match your location

On Debian (Raspbian), Your the current TZ setting is saved in the file /etc/timezone
