TIPS Foxconn install error

I hope someone can tell me this is an obvious fix but I am stumped. I am building a new machine to replace the 7 year old one I am currently using for my PIAF. I went with a Foxconn R40-i4000 Atom based barebones set. I boot up the machine and choose the PiAF install option from the USB drive I setup and then the screen will immediately say "Input Not Supported". It is a 32 bit version. Any help would be greatly appreciated.

Thanks Ward. I will give that a try. I tried installing 64 bit Win 7 and get the same error though. I am beginning to think I got a lemon.
