Thanks Ward. It looks like you have been very busy.
I'm on Raspberry Pi3 so the Lean version doesn't apply. I'll wait patiently...

You just got to love IncrediblePBX. The ability to compile asterisk from source can't be underestimated.
I've modified the the upgrade script (upgrade-asterisk13-to-current-ubuntu) and now have Asterisk 13.18.0-rc1 running on Raspberry Pi3.
I just followed the notes from this thread https://pbxinaflash.com/community/threads/newer-asterisk-13-upgrade-scripts.19247/page-3 and 30 minutes later it's running.
I haven't done a lot of testing but I have triggered a number of reloads from the Incredible GUI without asterisk crashing.

I recently reinstalled on my RasPi due to NAT issues with my cloud server, and Asterisk kept crashing. I had to use an older image which has 13.12.2 I think. Are there any new things in the latest September image I should know about?

Yep. Asterisk 13.16, 13.17.1, and 13.17.2 broke FreePBX 12. See @dallas post above for the interim fix, or reinstall 13.15.1. Once 13.18 is out the door, we'll release a new image.

Would there be an upgrade path from the old image to the new one once that comes out? I have a “master” backup in a tarball which has all my extensions and stuff and I don’t want to sit through another night of manual setup.

The steps to recompile are already in this thread. Just the name of the tarball will change.

@wardmundy I think there may be a bit of a misunderstanding.

Will my Incredible Backup tarball work on the new image? It's been stressed heavily throughout the restore script that the version of Asterisk and FreePBX need to be the same. Will this cause any issues for me?

You just need to recompile Asterisk with the new release. No need for a restore at all.

Sooooo 13.18.0 is out. Now what?
I have 13.18 running on Raspberry Pi 3.
You should be able to run the Ubuntu upgrade script to get from 13.12 to 13.18. (see post #23 of this thread)
