I'm having an issue with fwconsole restart, basically at the end Asterisk is not started. I read, to fix it, I would need to edit fwconsole restart command - change the “stop;start” to “stop, sleep 5; start”. Where do I make this change?

I edited the file thats in /etc/pbx/httpdconf/avantfax.conf as shown below to remove that page completely. It may be in /etc/pbx/httpconf in your version, just open it up with Filezilla and you can see all the files in the directories and will make it easier to find and fix this file...

I tried today the CentOS 8 build but gave up after the install script for AvantFax failed, not sure why but it never gets to the point where it asks the questions. I just downgraded back to CentOS 7. Also AvantFax has been upgraded to 3.3.7 -security updates.

Yeah, I think there is something up with the Raspberry Pi version. The CentOS 7 version works better and so I quit using Raspberry Pi's all together for incredible pbx.

I did a fresh install of incredible pbx 2020 on CentOS 7 virtual machine in Hyper-V and do not have this issue any longer. What platform/OS are you using? For me I think that issue was specific to Raspberry Pi installs.
