    It does look like it's using gamin. Seems odd that it would have been working fine for months and then quit working now, but at this point, I'll try anything. :) I will take a stab at switching over to pyinotify over the weekend. Thanks.

    OK, one more update: If I comment out the root /root/ipchecker # > /dev/null 2>&1 line from crontab, after a short while, fail2ban's CPU usage dies off and all the activity in /var/log/fail2ban.log stops. So it seems that it does eventually stop processing whatever it's processing or catches up...
