QUESTION WARNING : Unable to create channel of type 'SIP'

Hello Guys
anybody can tell why is this Warning show up on my PIAF box ( CLI).
and should I concern on this .

box working with out any issues so far.
I use Flow rout and Voice pulse as my providers
installed PIFA green , new install

[2013-08-09 13:54:41] WARNING[15650][C-00000c43]: app_dial.c:2437 dial_exec_full        : Unable to create channel of type 'SIP' (cause 20 - Subscriber absent)

You're trying to connect to a SIP phone that's not registered.
