At the command line when I type 'date' I receive the correct time and date.

In FreePBX the time is one hour ahead. This information is listed in the Time Conditions. It seems it is adjusting for DST. I'm in AZ and don't need it to do that.

How do I setup FreePBX for the correct time zone?

EDIT: Does anyone have any insight into this? When I hit *60 on the phone I receive the correct time.

Try using webmin => Hardware => System Time. Much easier to see how the System and Hardware Time is set and to adjust it

I believe just type "setup" at the SSH CLI will give you the option to set time zone.
