If it were me I would put a sip trunk on the system and test it. If it works then it is likely the expansion card bringing in the service.

That has always been the case for me on PIAF for every trunk provider. What I do is have the default inbound route set to hangup. So if someone is trying to hack in, they always get a hangup.

If you are comfortable with writing asterisk dial plans then you can go with vicidial. They're set up is pretty good. But it also depends on what type of Robo dialing you're trying to do.
