Is there a way to set a system to boot the machine like you can on Apple hardware ?
say a server shutdown due to a power cut can it boot its self up at a specific time ?

Yup. You should be able to set a wake up time in the bios.

This is technically hardware based as rjaiswal said in not so many words. The problem is on some motherboards/systems this isn't supported, like some Foxconn boards do not support this feature so beware.

Aside from that usually just go into your systems bios and set it to wake up on lan or power on lan, etc and that should do it.

Usually in your BIOS there is a power setting that upon power loss and restore will either leave the machine off, resume last state, or turn the machine on.
