It can't be framing, it can't be signalling, it can't be dialplan etc etc otherwise it wouldn't work with every OTHER timezone besides US. right?

Right. If it was framing or signalling, the link wouldn't come up, or would come up and be in alarm. If it was dialplan, then your outcalls on the PRI would most likely fail.

It's a DAHDI problem.
