I assume you're referring to IP Systems LTD?

It might be difficult to find someone who has tried both systems, but I'd speculate that IP System LTD offers a better network than CloudAtCost. Here is the basis for my speculation:

1. IP Systems uses Centarra's datacenter in Dallas, Texas (here is their looking glass: http://lg-dal.centarra.com) - When I do a ping test (1000 packets, .02 interval) against their IP I receive 0% packet loss with a average round trip time of 31.361 seconds (from colorado)
2. When I do the same ping test agains my CloudAtCost IP , I receive 2.5% packet loss with a round-trip time of 61.4 seconds
3. Using their Looking Glass, pinging my favorite voip.ms server (Chicago) takes 24ms. CloudAtCost takes 34 seconds. Other servers (outbound.circlenet.us, ping.callcentric.com, etc) all seem to be at least a little faster with IP System LTD.
4. Downloading the test file from Ip Systems LTD hits my max download speed of 12.5 MB/s. Downloading a file from my CloudAtCost server chugs at long at 2.5MB/s

However, 12$ per year quickly starts to cost more than $17 for life. Depending on your needs (and your location relative to these two servers) CloudAtCost may work perfectly fine for you. Plus, they offer some additional neat features like CloudPro.

Also, one (big) caveat with the data above is that using the looking glass for the data center that IP Systems LTD happens to host with doesn't necessarily reflect the performance you can expect from IP Systems LTD depending on how they provision their machines.
