What and where was the change that update24 introduced?

Please forgive me if I'm way off base here, but is stopping and starting FreePBX (after initially starting FreePBX) the equivalent of simply doing an 'amportal restart' after FreePBX has been started? It seems to me that if the problem is somehow related to needing an 'amportal restart' after FreePBX has been started, stopping and restarting FreePBX doesn't accomplish that goal.

You're way off base here...

amportal restart = amportal stop + amportal start

If you initially start a service and then stop it and start it again, that's exactly the same as amportal start + amportal restart.
