TIPS does this mean my sip trunk provider have issues

Today when I called outside and I hear 'all circuits are busy now, please try your call again later" error message. I check the call logs and I see this:

[2015-05-05 12:00:22] VERBOSE[27515] chan_sip.c: -- Got SIP response 500 "Server internal error" back from 209.105.241.22:5060
[2015-05-05 12:00:22] VERBOSE[12051] app_dial.c: -- SIP/onevoip-00002aed is circuit-busy

Does this mean it's the sip trunk provider's issue since I can see their responses 500 and 503? I think it's also possible that the network connection between my sip server and the sip trunk provider because the network connection had outage before. Thanks in advance.

This appears to be a problem with your SIP provider. Here is a list of SIP response codes: http://en.wikipedia.org/wiki/List_of_SIP_response_codes

Thanks Kenn10, you are right. I got the confirmation from the SIP service provider.
